Narrative
Emily Starr, a partner in the Worcester and Fitchburg law firm of Starr Traiger, concentrates primarily in assisting families whose members include individuals with special needs. Her areas of practice include Medicaid and SSI planning and applications, estate planning and administration including special needs trusts, guardianship and probate. Other members of her firm also handle special education advocacy. She has published numerous articles in this field, including Special Needs Trusts Help Preserve Public Benefits in Massachusetts Lawyers Weekly, December 3, 2001 and Settling Personal Injury Matters for Plaintiffs Receiving Public Benefits in the handbook for Elder and Disability Law Conference, 2000 , Massachusetts Continuing Legal Education (MCLE). She has co-edited a three volume treatise entitled Estate Planning for the Aged and Incapacitated Client in Massachusetts for MCLE and a Legal Handbook for Massachusetts Elders for the Massachusetts Bar Association. For twenty five years she co-chaired the leading program on elder and disability law sponsored by MCLE. She speaks frequently to professional and non professional groups. Ms. Starr is a member of the Special Needs Alliance, the National Academy of Elder Law Attorneys, and the Massachusetts, Worcester, and Northern Worcester County Bar Associations. She has previously served on the Board of the National Academy of Elder Law Attorneys (NAELA) which has awarded her the honor of Fellow. She is certified as an Elder Law Attorney (CELA) by the National Elder Law Foundation. She has led both the Boards of Elder Home Care Services or Worcester Area, Inc. and the Massachusetts Chapter of the National Academy of Elder Law Attorneys as President. She currently serves as chair of the Ethics Committee of Briarwood Continuing Care Retirement Community. Ms. Starr is a graduate of Vassar College and Boston University School of Law where she has also taken courses in graduate tax program.
